WATCH: Israeli Ambassador Michael Oren Says Israel Must Remind Hamas Periodically That They Will Pay a Heavy Price for Rocket Attacks

The violence continues today along the Israel-Gaza border, marking the eighth straight day of Hamas rocket attacks on Israel as Israeli airstrikes target militants.

Explosions in Gaza City came an hour after a bomb exploded on a bus in Tel Aviv, wounding about a dozen people, according to reports. Secretary of State Hillary Clinton has been meeting with Israel, Egypt and the Palestinian Authority over the past day, attempting to negotiate an end to the fighting.

Israel's Ambassador to the U.S. Michael Oren discussed the situation with Jenna Lee this morning on Happening Now, describing Hamas

giving out candy to children and celebrating in the streets after the Tel Aviv bombing. He maintained, though, that Israel still doesn't know who's responsible.

For a ceasefire to be reached Oren said Hamas must agree to stop the rocket fire completely, pointing out that even before the latest round of fighting there were daily rocket attacks on southern Israel, disrupting the lives of more than a million Israelis.

He said Egypt also has to "step up to the plate" and commit to stopping the smuggling of Iranian rockets and other weaponry into Gaza.

Beyond an immediate ceasefire, Oren was asked how Israel can find a long-term solution given Hamas' rule over Gaza and its stated goal being the destruction of Israel.

"Winning means deterring. You send a message to the terrorists, you send a message to Hamas that if they shoot at our citizens they will pay a very, very heavy price," he said.

"They have to be reminded periodically and it's unfortunate that's the way we live in the Middle East, but we've lived that way for 64 years since Israel's creation. ... We can remind them through diplomacy, but if diplomacy doesn't work we have to take all legitimate and necessary means to defend our citizens. That's what any state would do and certainly a state in our very tough neighborhood."
