A proposed local ordinance in Houston would require gold buyers or jewelry stores to photograph and fingerprint anyone who comes in to sell gold or other precious metals. Police say the proposed law is aimed at deterring thefts of gold and silver, and making it harder for thieves to cash in stolen precious metals.

Judge Andrew Napolitano weighed in on the proposal, saying it would not hold up in court because it would interfere in interstate commerce. Beyond that, the judge sounded skeptical of whether crime prevention is really the motivation for this idea.
